## Moat

Hesai is the largest lidar maker in the world by units: it shipped 1.62 million sensors in 2025 and 1.10 million in the first half of 2026, holds about a third of China's passenger-car lidar market and makes its sensors in its own factories. Its edge is volume and cost, which let it be the first lidar company to post a full-year GAAP profit, but Huawei ships at comparable scale in cars, RoboSense ships more robotics lidar, and the price it charges per sensor keeps falling. In the US and in defense it is shut out by the Pentagon's Chinese military company list.

### The Lidar Cost Curve

Hesai's edge is **making lidar at a volume and cost that turned a money-losing industry profitable**, rather than owning a technology rivals cannot match:

- **Volume and In-House Manufacturing:** Hesai builds its own lasers, detector and driver chips and runs its own production lines, with capacity being doubled to about 4 million units a year in 2026 and a plant in Thailand for overseas customers. That let it cut the price of its ATX long-range lidar to a level carmakers fit to mass-market models while keeping gross margin near 40%. The lead is real but not unique: Huawei shipped about 534,000 car lidars in China in January–May 2026 against Hesai's 595,000.
- **Design Wins Across Chinese Carmakers:** Hesai has ADAS design wins with 40 car brands and more than 160 models, including all ten of China's largest carmakers, and has added Volkswagen's China joint ventures, Great Wall and GAC Toyota. Once a lidar is designed into a model its perception software is tuned to it, so the supplier usually keeps the model for its life. Carmakers rebid at each new platform, and Huawei supplies its own partner brands.
- **Robotics as the Second Engine:** Robotics lidar shipments rose 193% to 142,000 in Q2 2026, from robotaxis, delivery robots, lawn mowers and more than 50 humanoid and embodied-AI makers using the JT128. This market is newer and less locked in than cars, and RoboSense shipped more robotics lidar than Hesai in both 2025 and the first half of 2026.

**Moat verdict:** Hesai sells the sensors that let cars and robots see, so AI-driven autonomy and robotics are its demand driver rather than a threat. Its strongest protections are scale, in-house manufacturing and design wins across Chinese carmakers, all resilient to AI but contested by Huawei and RoboSense at comparable volume. The weak points are not AI but falling prices and a US policy regime that keeps it out of defense and could close North America.

### Top competitors

- **Huawei:** In-house lidar on its partner car brands, close behind Hesai in Chinese passenger cars.
- **RoboSense:** Chinese lidar rival in cars and the larger robotics lidar shipper.
- **Seyond:** Chinese long-range car lidar supplier, anchored by NIO.
- **[Ouster (OUST)](https://www.investmoat.com/stocks/oust):** Western lidar maker that wins defense, infrastructure and industrial accounts closed to Hesai by US rules.

## Growth

Hesai's units are growing far faster than its revenue because the price per sensor keeps falling. Revenue rose 46% to RMB 3.03 billion in 2025 on shipments up 223%, then rose 25% in the first half of 2026 on shipments up 101%; product revenue per unit fell from about RMB 2,000 in Q2 2025 to about RMB 1,370 in Q2 2026. Q3 2026 revenue is guided up 38–45%, full-year shipments to 3–3.5 million units, and robotics shipments to more than 500,000. Growth comes from lidar moving into cheaper Chinese car models, multi-lidar cars from Li Auto and Xiaomi, robotics, and a small but fast-growing set of new businesses.

- **Revenue CAGR estimate:** 18-26%
- **Primary type:** both
- **Margin trend:** compressing
- **Key risk (high):** Hesai stays on the Pentagon's 1260H list: the D.C. Circuit ruled on August 18, 2026 that its 2024 redesignation lacked due process but left it in place, and the 2026 list names Hesai again. If US rules on Chinese connected-vehicle hardware or tariffs cut off its North American robotaxi and robotics customers (about 18% of H1 2026 revenue), or Huawei and RoboSense push car lidar prices down faster than volumes grow, revenue growth falls below 15% and operating profit stays near zero.
- **Drivers:**
  - ADAS lidar — 486K units in Q2 2026, +60% YoY after about +140% in Q1; design wins with 40 brands and 160+ models; about a third of China passenger-car lidar (decelerating)
  - Robotics lidar — 142K units in Q2 2026, +193% YoY after about +138% in Q1; 2026 guided above 500K units; JT128 used by 50+ embodied-AI makers (accelerating)
  - Strategic growth initiatives — RMB 45M revenue in Q2 2026 (actuation modules, Kosmo data engine); 2026 guide raised to RMB 200–300M from RMB 100M (accelerating)
- **Score derivation:** Base 84.7 (22% midpoint of 18–26%) + 1.3 trajectory (robotics lidar and new businesses accelerating; ADAS revenue decelerating as unit growth slowed from about 140% in Q1 2026 to 60% in Q2) − 4 compressing margin (gross margin 40.1% vs 42.5% a year earlier, Q2 operating income RMB 2M vs RMB 23M) − 10 high risk (US exclusion through the 1260H list, Huawei's captive share and the Chinese price war) = 72

## Valuation

At the $12.42 close on October 16, 2026 Hesai sits between a $9 bear case and an $18 base case, about 31% below the base, after falling about 58% from its 52-week high of $29.35 without a specific company announcement. The market cap of about $1.9 billion is a little under twice its $1.04 billion cash reserve, so the operating business is priced at roughly 1.5 times 2026 revenue, while Ouster trades at about 14 times. The discount is the price of the 1260H listing, the Chinese price war and falling margins.

**Fair value:** $18 — Hesai is profitable, but its GAAP earnings are mostly interest and investment income on its cash: operating income was RMB 169M in 2025 against net income of RMB 436M. The base case therefore anchors on enterprise value to revenue plus cash. It assumes 2027 revenue near RMB 5B (about $740M), a cash reserve of about $6.50 per ADS, and the operating business valued at a little over 2 times 2027 revenue, below Ouster because Hesai's growth is slower in revenue terms and its margins are falling.

| Multiple | Value | Note |
| --- | --- | --- |
| Trailing P/E (GAAP) | ~26× | $0.47 TTM EPS per ADS |
| Forward P/E (NTM) | ~17× | consensus EPS per ADS, ~$0.71 |
| PEG Ratio | ~0.7× | fwd P/E ÷ ~25% EPS CAGR |
| Price / Sales (NTM) | ~2.9× | ~$680M NTM revenue |
| Price / FCF | n/m | H1 2026 operating cash outflow |

At about 17 times forward earnings Hesai is cheap against hardware peers and the market, and a PEG near 0.7 would look like growth at a reasonable price. The earnings are of low quality, though: most of the profit is interest on a cash pile worth over half the market cap, and Q2 2026 operating income was only RMB 2 million. The lower forward multiple assumes operating profit recovers as volumes double, which the falling price per unit has so far prevented. _(as of October 2026)_

## Price scenarios

### Bear — $9

The car lidar price war deepens, operating profit stays near zero, and US restrictions cut off North American customers, so the market values Hesai at little more than its cash.

- Gross margin falls below 35% in Q4 2026 or Q1 2027 as ATX prices are cut again to hold share against Huawei and RoboSense
- Full-year 2026 shipments land below the 3 million low end of guidance, or Q3 2026 revenue misses the RMB 1.10B low end
- New US rules on Chinese connected-vehicle or robotics hardware, or a renewed 1260H designation after the remanded process, end sales to US robotaxi customers

### Base — $18

Shipments reach 3–3.5 million units in 2026 and grow about 40% in 2027, revenue grows about 25%, and gross margin stabilises near 40% with operating income turning clearly positive.

- Revenue reaches about RMB 5B in 2027 as robotics lidar passes 800,000 units and multi-lidar models from Li Auto, Xiaomi and Volkswagen's China joint ventures ramp
- Gross margin holds between 38% and 42% through 2027 as the Picasso chip and the doubled capacity cut unit costs
- Hesai keeps China passenger-car lidar share above 30% and does not need to raise equity

### Bull — $28

Robotics and overseas carmakers turn Hesai into the global default lidar supplier, margins recover and the 1260H overhang lifts.

- Robotics lidar shipments exceed 1 million units in 2027 as humanoid and delivery-robot makers move to volume production
- A European or Japanese carmaker awards Hesai a global, non-China programme supplied from the Thailand plant
- The Pentagon removes Hesai from the 1260H list after the remanded review, or loses a further court challenge
